The Maryland Port Administration (MPA) is an agency of the Maryland Department of Transportation (MDOT). Its mission is to stimulate the flow of waterborne commerce through the State of Maryland in a manner that provides economic benefit and homeland security to the citizens of the State of Maryland. As the public port authority in Baltimore, the MPA not only owns and operates marine terminals, but also interfaces with stakeholders across the entire public and private spectrum, including but not limited to: shipping lines, cargo interests, agents and forwarders, stevedores and terminal operating companies, the International Longshoreman Association, private terminals, federal agencies such as the U.S. Army Corps of Engineers, and city, county and state governments. POSITION DUTIES: The Maryland Department of Transportation Port Administration (MPA) is recruiting for a "Transportation Engineer IV." The "Transportation Engineer IV" will serve as a team leader for MPA engineering construction projects. Project management responsibilities include: Planning, organizing, coordinating, scheduling and assigning work for multiple construction projects running simultaneously; Evaluating the work of subordinate engineers, technicians, consultants and administrative personnel; Advising and consulting with higher-level managers on technical and engineering matters concerning construction and utilities at all MPA facilities. The position is the focal point at construction sites, assuring that contractors comply with contract terms, specifications, schedules, and building codes. Inspection aspects include the interpretation of contract drawings and specifications; and the determination of acceptable levels of performance and workmanship of contractors' work, including the approval and acceptance or rejection of all work and daily construction inspection documents. Management aspects include the review and approval of contractor CPM schedules; monitoring and updating these schedules; approval of contractor personnel and equipment; review and approval of progress payments; and regular meetings with contractors to review work status. The incumbent will also participate in the design process by reviewing plans for constructability, and will review and compile data to create monthly progress payments to MPA contractors and progress reports for management when needed.
Education: Possession of a Bachelor's degree in civil engineering from an accredited college or university. **
Experience: Four (4) years of experience in professional engineering.
The ideal candidate will possess at least eight (8) years of progressively responsible experience on port, marine or general construction projects as a project engineer or superintendent. A track record of successful supervision of job site personnel is highly desired. Familiarity with standard construction terms, reports, procedures, construction drawings, calculations and specifications is highly desired.

Notes: 1. Additional work experience in professional civil or construction engineering, or in technical construction engineering at the journey level or above, may be substituted on a year for year basis for the required education. **
2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

LICENSES: Employees in this position must possess a Class C motor vehicle operator's license valid in the State of Maryland.
