This is a management level Civil Engineering position whose primary job function is to administer the project design review process for new development, including oversight of adequacy of construction documents, evaluation of street, traffic, water, sanitary sewer, and stormwater drainage systems for quality of design and compliance with the City of Greeley design criteria, construction specifications, ordinances, and policies. This position oversees the Engineering Development Reveiw staff of City engineers and clerical support. This position will assign work related to the processing of building permits, coordinating and drafting development agreements, reviewing easements, reviewing and periodically drafting subdivision plats, resolving construction conflicts, conducting final project drainage inspections, coordinating project punch lists, and participating in meetings. The Manager is responsible for budget preparation for the EDR Division, tracking performance measurements and related information, providing support for economic development project analysis, coordinating meetings with the development community, functioning as a key member of the Community Development management team, and completing other related duties as assigned.
Bachelor's degree in Civil Engineering, or closely related field.
Knowledge of civil engineering principles and practices with emphasis on the design and construction of streets, traffic, water, sanitary sewer, stormwater drainage, and floodplains.
Knowledge of construction materials, methods, and industry standards.
General knowledge of personal computers, spreadsheets, databases, word processing, computer aided design drafting (CAD), geographic information systems (GIS), hydraulic analysis software, water modeling software, and stormwater hydrology and hydraulic software.
Excellent oral and written communication, leadership and time management skills.
Experience with regulatory review and/or local government preferred but not required.
