Salary Range: $66,402 - $98,574 + benefits. The City of Laurinburg is searching for an experienced professional to lead the Water Treatment and Wastewater Treatment plants operation for our City.
Responsibilities include complex skilled technical work planning, organizing and directing the operations of water and wastewater treatment plants including the Supervisory Control and Data Acquisition System(SCADA) and well operations, preparing documents for permit renewal, ensuring compliance with regulatory agency requirements, maintaining records and files, preparing reports, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the City Manager. Departmental supervision is exercised over all personnel within the department. Individual needs the ability to plan, organize and direct the work of all operational personnel in the water and wastewater treatment plants, wells and lift stations; ensures operations conform with regulatory agency requirements; prepares appropriate documentation for permit renewal. Assists in the recruitment and selection of department staff; enforces the Personnel Policy; assigns, directs, trains, inspects and evaluates the performance of assigned personnel; recommends rewards, transfers, promotions, suspensions, demotions and terminations; coaches, counsels and disciplines staff; develops staff schedules. Prepares and administers department budget; reviews and codes invoices for department purchases; orders equipment and parts; approves contracts for large repairs; requests sample kits from contract laboratories. Reviews daily and monthly reports; reviews treatment plant problems; interprets data and provides direction regarding necessary adjustments to plant operations. Troubleshoots electrical issues; repairs electrical and Supervisory Control and Data Acquisition System; repairs difficult and complex equipment issues. Collects samples; reviews and supervises the land application of sludge process; Composes correspondence and reports; prepares projections on future departmental needs; reviews construction plans for new projects; meets with other entities on larger projects. Attends workshops on rule changes for department facilities; conducts staff meetings on rule changes, safety and general issues; attends management team and City Council meetings. Accompanies regulatory agency representatives during inspections. Receives and responds to inquiries and complaints. May be required to work outside normal work hours in on-call and emergency situations. Provides excellent customer service when working with citizens, elected officials, and/or associates. Supports the overall City organization by executing the directives as set forth by the immediate supervisor and elected officials.
Salary will be commensurate with experience and qualifications. Minimum requirements for this position include a Bachelor's Degree from an accredited college or university, with coursework in environmental science, biology, chemistry, or related field and extensive experience in water and wastewater treatment and distribution operations including considerable supervisory experience, or equivalent combination of education and experience. Possession of Grade A Well, Grade IV Wastewater and land applications certifications. Valid driver's license in the State of North Carolina
