City Engineer is a full-time position performing professional engineering work in the management, design, construction, documentation and maintenance of municipal infrastructure. This is an exempt position that reports to the City Manager.
City Engineer will have responsibility for development and implementation of short and long-term Capital Improvement Plans and budget development for the maintenance of infrastructure; Illinois EPA and DOT compliance and communications; preparation and maintenance of accurate records, reports, evaluations and proposals on existing and proposed infrastructure. Also expected to prepare payment estimates of public improvement projects; generate and maintain files of projects, coordinate work of contractor and utility companies; manage construction projects from start of preconstruction phase to completion of project; generate documentation procedures throughout the duration of the project; coordinate repair efforts with Public Works or solicit bids from outside contractors for repair or replacement; prepare drawings, quantities, specifications, estimates and easements for the work; conducting inspections, special studies and ongoing analysis of all infrastructure elements of the City. Performs other duties as required.
Bachelor's degree in Civil Engineering and a minimum of three (3) years of experience as a Registered Professional Engineer in the Civil / Municipal engineering, with Current State of Illinois Professional Engineers License, or ability to obtain same within 4 months of employment, and thereafter maintained current for the entire tenure of employment. Current Illinois Driver’s License or ability obtain same in compliance with State law. Prefer previous experience in local government organization and proven experience in a leadership or management role. Working knowledge of the principles and practices of civil/municipal engineering, administration and executive leadership. Ability to clearly and concisely communicate orally and in writing. Skilled in the use of computers, including typical word processing and spreadsheet programs, as well as computer aided drafting and engineering modelling software. Ability to perform high level data analysis, identify alternative solutions, project consequences of proposed actions, recommend best solutions and implement approved solutions in support of goals and mission. Ability to develop and maintain effective working and personal relationships both in the work place and the community. Physical capability to effectively use and operate various items of office equipment and field engineering equipment.
