Nature of Work: The MDTA is seeking a licensed engineering professional to serve as the Stormwater Engineer in the Office of Engineering and Construction. This position will provide technical support in planning, design, construction, inspection, maintenance, and remediation related to MDTA stormwater assets. The incumbent assists in managing activities related to stormwater management, erosion & sediment control, stormwater permitting, stormwater mitigation / restoration, and reviewing remedial procedures, design calculations, cost estimates, plans and special provisions. Additionally, the Stormwater Engineer is responsible for supporting MDTA’s Stormwater Remedial Program that involves managing inspections and remedial projects related to drainage systems, stormwater management / water quality devices, erosion and sediment controls. Duties for this position include, however are not limited to, the following:

  • Assist in remedial activities to address defects found on stormwater assests;
  • Support the planning and design of remedial actions related to drainage systems, culverts, stormwater Best Management Practices (BMP’s) and their components, etc.;
  • Support the review of drainage, Stormwater Management (SWM) and Erosion, and Sediment Control (ESC) designs related to MDTA remedial and development projects;
  • Assist in procuring consultant engineering services and construction contracts;
  • Review and approve consultant billing invoices.


 The ideal candidate will possess:

  • Bachelor of Science (BS) in Civil Engineering, with concentration preference in water resources engineering;
  • Knowledge in the principles, standards and regulations associated with drainage and stormwater management projects;
  • Have an understanding of hydraulics, hydrology, and erosion and sediment controls, and stormwater management practices.


Employees in this classification will receive direct supervision from the Environmental Manager.

MINIMUM QUALIFICATIONS: 

Experience:  ** Two (2) years of experience managing, leading or designing stormwater remediation projects.**

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment. Applicants must list the license number, issued by, issue date, and expiration date on the application.
