Overview: 

The Nuclear Quality Representative (NQR) works with customers and other quality professionals to provide quality assurance support for the development of quality management systems, project/process improvements, strategic planning and performance metrics, and other quality-related initiatives to support nuclear operations for the Nonreactor Nuclear Facilities Division.

 

Major Duties/Responsibilities: 

  • Provide quality assurance support for safe and compliant operations of nonreactor nuclear facilities.
  • Ensure operational compliance to established NQA-1 quality requirements including the implementation of a graded approach.
  • Review procurement specifications, design specifications, fabrication documentation, maintenance work packages, and other documents for incorporation of appropriate quality assurance controls.
  • Provide quality planning assistance on various tasks, projects, procurements, work evolutions; provide assessments of work in progress, including document reviews against specifications.
  • Perform assessments to evaluate the health of the overall quality program as requested.
  • Conduct material receiving inspection and commercial grade dedication on safety related and non-safety related materials.
  • Review actions for findings/OFI’s to ensure closure evidence is sufficient.
  • Assist in implementation of nonconformance processing.
  • Assist in the development of fabrication and inspection plans and establishment of quality hold points.
  • Assemble and assess fabrication and testing documentation to determine certification-for-use.
  • Perform vendor evaluations and serve as Lead NQA-1 auditor as needed (travel will be required).
  • Provide supplier oversight and inspection of fabricated items and assemblies to ensure conformance with established performance criteria, including NQA-1.

- Witness NDE of critical parts and assemblies.

  • Identifies and/or solves problems, assessing needs to achieve desired business results.
  • Develops project plans, checklists, procedures and guidance for efficient and effective deployment of management systems and organizations supported.
  • Operates and communicates effectively and efficiently with all levels of management on quality issues.
  • Establishes relationships and works effectively with both external and internal customers to meet goals and assess customer satisfaction.
  • Identifies and understands customer needs while influencing the prioritization and development of quality initiatives.
  • Builds and develops strong relationships with peers and others to exchange feedback on issues or concerns.

Basic Qualifications:

  • A Bachelor’s Degree in science, engineering, or a related field with five to ten years of nuclear-related quality assurance experience, or an equivalent combination of education and experience.
  • A working knowledge of recognized Quality Standards such as NQA-1 and quality concepts.
  • Exceptional teamwork and statistical skills, with attention to detail and precision.
  • Ability to read and interpret drawings.
  • Position may require some level of travel.
  • Must be able to qualify as radiological worker.
  • The position requires strong computer, organizational, verbal and written communication skills, with the ability to multi-task.
  • Strong analytical skills; customer service experience; and the ability to interpret, communicate, and implement complex instructions.
  • Experience in providing oversight and inspection of fabricated items and assemblies.
  • Lead Auditor or assessor experience, proven decision-making skills.
  • The incumbent must maintain certifications and qualifications as required.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Knowledge and experience in validating implementation of quality assurance programs in a nuclear facility. Experience in the fabrication, and testing requirements for components used for nuclear applications. 
  • Specific knowledge of radiological requirements is.
  • A demonstrated track record of investigation analysis and problem solving.
