What is the position? Under the direction of the Utilities Extension Program Manager, manages contracted designs and/or performs in-house designs, cost estimates, permitting, preparation of technical plans & specifications, construction and contract administration for a variety of capital improvement projects, including but not limited to transportation, drainage, water/sewer/irrigation and City facilities as it relates to the $1.5 billion Utilities Extension Program (UEP). Maintains close liaison and interacts daily with design consultants, surveyors, engineers, regulatory agencies, City administration, architects, contractors and inspectors. Provides project management services and coordinates bid process for specific projects as assigned. Prepares time schedule, budget reports, technical specifications and plans for a variety of capital improvement projects. Researches, analyzes and reports on issues including, but not limited to, regulatory compliance, system operations, property ownership, and inter-municipal agreements. What will you be doing? - Develops project design criteria, specifications and budgets, prepares plans, obtains permits, provides cost estimates, develops time scheduling, and provides coordination and inspection review.
- Prepares Invitation to Bid packages in conjunction with Procurement and Legal Departments, reviews bid proposals for completeness, accuracy, and applicability to project budget.
- Negotiates and manages design service contracts with outside engineering agencies and professional consultants. Researches and develops defined scope of services. Reviews expenditures and pay requests.
- Assists in the preparation of the Division or Department budget, Capital Improvement Plan and Strategic Plan.
- Coordinates construction and maintenance projects with other departments and outside developers as applicable.
- Prepares and manages grant applications for engineering projects.
- Reviews, develops, and updates engineering and construction standards.
- Signs and seals project construction documents and regulatory permitting submittals, as well as certifications of substantial completion for submittal to regulatory agencies for final approval and/or acceptance.
- Performs all other duties as assigned.
What Education, Experience Licenses/Certifications do you need? - Bachelor's degree from an accredited college or university in Civil or Environmental Engineering or related field.
- Ten (10) or more years of experience in project management, construction, inspections, planning, design, permitting and/or general engineering of preferably large-scale water, sewer, irrigation, stormwater and/or road reconstruction projects.
- Florida Professional Engineer License or registration as a Professional Engineer in another state and successfully obtain Florida P.E. Registration within nine (9) months of hire.
- Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.
