JOB PURPOSE:  Responsible for the management, operation and overall appearance of the Solid Waste Complex buildings and grounds.  This includes the landfill, material separating facility, maintenance, leachate pretreatment and storage and other solid waste processing facilities.  Must work directly with administrative and operational staff in coordinating activities of the Solid Waste Complex personnel in their daily duties.

ESSENTIAL JOB FUNCTIONS: 

• Ensure that personnel under his/her supervision perform their various functions in an accurate, safe and responsible manner;

• Responsible for the administration of Solid Waste Complex projects, budgets, personnel and improvement programs;
• Provide monthly activities report in written form and verbally present the report as required;JH

• Supervise and direct landfill staff daily;
• Develop work schedules and effective work methods for all landfill personnel;
• Maintain and coordinate the purchasing of materials and supplies;
• All other duties as assigned.

EDUCATION AND EXPERIENCE:

Ability to receive certification by the Solid Waste Association of North America (SWANA) as a Manager of Landfill Operations within eight (8) months of hiring date.  A civil engineering background and experience with the operation and maintenance of heavy equipment preferred.   At least three (3) years of progressive supervisory experience in the disposal of solid waste in a landfill environment and the operation of recycling equipment.

LICENSING AND CERTIFICATION:

• SWANA certification
• Valid NJ Driver’s License required

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of the rules and regulations applying to disposal of solid waste and recycling currently in use in the State of New Jersey;
• Knowledge of reasonable standards of workmanship and ability to ensure that desired objectives are achieved;
• Ability to supervise the placement, spreading and compaction of refuse and the proper operations of all segments of the facility in accordance with proper procedures;
• Ability to supervise the repair and maintenance of vehicles and other equipment used at the site;
• Ability to receive and implement safety procedures including repairs and visual improvements as directed;
• Ability to initiate and maintain necessary daily records and reports as required.

SUPERVISORY RESPONSIBILTY:   Supervision of all Solid Waste Complex Operations staff

This position may require all or some of the following:  driving, standing, walking, sitting, talking, hearing, seeing, feeling, grasping, climbing, balancing, crouching, crawling, kneeling, reaching with hands or arms, lifting up-to 50 lbs. and exposure to environmental conditions.
