Job Summary

This position will be located in Petersburg, VA and will work on-site. Relocation assistance may be provided!

More extensively than ever before, the Electric Power Generation, Transmission and Distribution Industry has been exposed to significant technological challenges. Moreover, it is expected that the intensity of this trend will considerably accelerate with time. Subsequently, these challenges will force utilities to incorporate new technologies and utilize novel power equipment for ensuring successful, reliable, and efficient grid operations during ever changing operating conditions, natural events, and external threats.

Dominion Energy's Power Delivery Group is currently constructing a new 17,000 square foot High Voltage Laboratory (HVL), and the associated Technical Support Building (TSB). Both these objects will begin their operation in the middle of 2024. These facilities will be instrumental in improving asset management of power equipment owned by Dominion Energy and its reliability. They will also enable validation of equipment standards and specifications and will enhance the current ability to evaluate equipment hardware, firmware, and software within an energized environment, prior to deploying to the power grid rated up to 500kV. In addition, they will provide necessary support to the evaluation of new model of electrical power equipment, and in addition, will be instrumental in performing root cause analysis of failed transmission and distribution equipment.

Responsibilities include:
• Assist in overseeing all activities taking place in the High Voltage Lab
• Verify the electrical connections before commencing testing.
• Develop and enforce policies and procedures to ensure safe operation of the HVL.
• Work with laboratory staff on continuous improvements in the HVL operation.
• Provide guidance to the technical staff and identify for them training needs.
• Develop test plans, procedures, and test schedules while ensuring efficient use of laboratory resources.
• In addition to conforming to national and international test standards, ensure compliance with all relevant federal and state regulations, as well as all required Dominion Energy work safety policies and guidelines.
• Lead the process of achieving ISO 17025 accreditation for the laboratory.
• Develop preventive maintenance programs for the main laboratory test equipment, instrumentation and tools, and in addition coordinate maintenance activities.
• Write quality test reports.
• Lead routine calibrations of test equipment and instrumentation and continuously update the records.
• Take responsibility for software upgrades, both for the test equipment, and for the office.
• Manage inventory of tools, instrumentation, consumables, and test articles, and if required initiate their procurement.
• If required, design accessories for connecting test objects to the test equipment.
• Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience that are required for entry into this job include the following:
  • Minimum 7 years of directly related engineering experience.
  • In-depth knowledge of engineering theories, principles and practices to a broad variety of assignments and related field;
  • Knowledge of business/financial and contractual matters;
  • Recognized expert by other engineers and management;
  • Provides expert technical consultation to other engineers and management;
  • Skilled in the use of advanced engineering techniques;
  • Strong planning and project management skills;
  • Strong technical and organizational leadership skills;
  • Strong oral and written communication skills (includes technical writing);
  • In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.);
  • Proven decision making skills;
  • Ability to think analytically and solve complex problems;
  • Ability to interpret codes, regulations and practices;
  • Ability to process information quickly and effectively manage multiple tasks;
  • Equally effective working independently or in team environment

    Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6 plus appropriate equivalent combination of education and years of experience as outlined above will be considered.


Education Requirements

Education Level:

Degree required (equivalence not accepted in lieu of degree): Bachelor in Engineering

Preferred: Electrical Engineering

REQUIRED ENGINEERING CRITERIA:

For placement of a candidate in a Consulting Engineer title, the following criteria must be met:
  • Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
  • Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
  • Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
  • Holds or has previously held a valid U.S. Professional Engineer license.
