Overview

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.

Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management.

The Operational Systems Directorate (OSD) leads delivery of PNNL's 10-year, $1.2 billion campus construction portfolio- the single largest construction and modernization effort in the Laboratory's history. OSD oversees operations and facility services, maintenance, and infrastructure planning.

A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL's assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.

The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.

The Facilities & Infrastructure Operations (F&IO) Division is responsible for operating and maintaining PNNL's buildings, grounds, and utilities. The F&IO team includes plant engineering, fabrication, craft services, duplicating and mail services, facility program support, relocations, and receiving. F&IO is home to approximately 363 staff including more than 250 bargaining unit (union) staff.

Responsibilities

The Facilities & Infrastructure Operations Division is responsible for plant engineering, plant energy and utility operations, and facility operations for the South campus and leased facilities, North Campus and Infrastructure Operations, the Physical Science facility, and the 300 Area. In addition, the Division oversees campus infrastructure such as fabrication and craft services, duplicating and mail services, relocations, receiving, distributed services, and maintains operations of roads, grounds, and utilities for the campus. The role of the 325 Building Radiochemical Processing Laboratory (325RPL) Planner/Junior System Engineer is to develop work control documents and associated permits. In addition, they will provide assistance to 325RPL System Engineers in maintaining operations and sustainability of the facility.

Primary Responsibilities:

• Prepare work planning documents in accordance with organizational work control procedures and DOE O 433.1. Scope includes preparation of necessary permits (Lockout/Tagout, Critical Lift, Confined Space, Fall Protection, etc), development of work steps, and scheduling resources.
• Planner will collaborate with responsible system engineers to ensure work scope and post maintenance testing is appropriate.
• Assist in development and maintenance of procedures for system operation during normal, abnormal, and emergency conditions, which includes the following: surveillance procedures; methods used to perform predictive and preventive maintenance; failure modes and effects analysis (FMEA) documents.
• Maintain Maximo asset/component lists, equipment labeling, and key drawings.
• Support the 325RPL Management Core Team in maintaining a culture of technical excellence and leadership.
• Perform short and long term scheduling of corrective and preventive work activities.
• Perform Periodic System and Program Assessment.

Provide daily direction to facility staff in the following areas:

• Performance of building modifications.
• Review of working documents (i.e., project planning documents, facility modification permits, and engineering change notices).
• Verification of the operational status of the building systems.

The individual is expected to be a resource for maintenance planning related to nuclear facility operations. They must be able to use creative or unique methods to determine long-term scope, schedule, cost estimates, and input to 325RPL work planning. They should integrate the operation and planning supporting the long-term operation of the nuclear facility. An engineer with facility systems experience for maintaining components, system, and structures is preferred. The position requires the ability to build consensus by articulating the strategic requirements for operation of a nuclear facility. Excellent verbal and written skills should be evident, and applicable to projects unique to the facility. Work is performed independently with minimal direction. The candidate must be capable of managing projects with minimal conflicts to schedule, procedures, or policy implementation. The individual will qualify as a member of the Building Emergency Response Organization.

Qualifications

Minimum Qualifications:

• BS/BA and 2+ years of relevant work experience -OR-
• MS/MA or higher

Preferred Qualifications:

• Experience with work control planning documents and development of work control permits.
• Experience related to Nuclear Operations.
• Knowledge of facilities operations and maintenance practices, DOE Orders, and Standards, along with excellent written and oral communication skills.

Hazardous Working Conditions/Environment

This position requires the incumbent to be Rad Worker II qualified, as the position will involve entry into radiological areas.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO)risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
