Description
Under the direction of the City Manager, coordinates the preparation of, or develops, engineering plans and specifications for civil engineering projects such as streets, watermains, sanitary sewers and storm sewers, and oversees the construction. Provides technical engineering assistance and advice to other City departments, the City Manager, and the City Commission.
Requirements
As supervisor of the engineering staff is responsible for employment, training, assigning work, approving leaves, reviewing and evaluating performance, and dealing with employee relations issues.
Prepares, or oversees the preparation of, engineering plans and specifications for civil engineering projects related to streets, sidewalks, watermains, sanitary sewers, and storm sewers.
Conducts inspections of City’s infrastructure projects and other projects to facilitate proper construction, record relevant information, and determine where construction problems or technical engineering issues exist.
Reviews private development plans for compliance with City standards and for good engineering practices. Includes ensuring compliance with City’s stormwater management ordinance.
Studies and prepares reports on specific engineering and technical issues; assists with Capital improvement Planning related to streets, sidewalks, watermains, sanitary sewers, and storm sewers.
Investigates and responds to inquiries or complaints related to City facilities or projects, including those relating to safety, handicapped access, improper barricading or trenching, and other issues.
Act as the City Traffic engineer, includes analyzing traffic control issues and requests for traffic control devices, conducting traffic or accident studies, coordinating proposed changes with the Police Department and other involved parties, serving as liaison with the Michigan Department of Transportation, and performing related functions.
Performs administrative functions of the department, includes coordinating drafting the annual budget, approving all department expenditures and analyzing and forecasting costs.
Provides construction management services for City construction projects. Includes preparation of plans, specifications, bidding documents, and cost estimates/budgets. May bid, oversee, and inspect City construction projects as requested.
Develops and maintains standards and procedures regarding construction or use of City facilities.
Reviews and/or participate in development of plans and specifications for other agencies construction projects as they relate to the City. May include doing engineering design, writing specifications, and overseeing the project. Provides and oversees engineering assistance to other departments.
Coordination/management of utility location services; Management and approval of Right-of-Way and Right-of-Way permit requests.
