The State of Connecticut, Department of Transportation (CTDOT), is accepting applications for a Transportation Engineer 3 (Engineering) position in the Bridge Safety and Evaluation unit of the Division of Bridges, in the Office of Engineering. This position may be located in New Haven, Norwich, Newington, Thomaston, or Wethersfield. The work location for this position may be determined based on the preference of the selected candidate in conjunction with the operational needs of the CTDOT.
THIS HANDS-ON POSITION REQUIRES
- Outdoor work in all types of weather conditions.
- Work in water, in bucket trucks, on ladders, and in under bridge inspection equipment, at heights up to 75 feet or more.
- Work in confined spaces such as culverts.
- Climbing, crawling, bending, and lifting.
- Walking on slopes and uneven terrain.
- Exposure to traffic and environmental hazards.
- Exposure to allergens, insects, vegetation, and wildlife.
- Experience marking up documents using Adobe or similar software.
- Highly accurate written and verbal communication skills.
- Ability to lead and oversee bridge inspectors and consultant engineers.

POSITION HIGHLIGHTS
- First Shift.
- Full-time, 40 hours per week.
- Monday through Friday.
- Hybrid (in-office/telework) and alternate work schedules may be available.
THE ROLE
Transportation Engineers and Bridge Safety Inspectors in the Division of Bridges, Bridge Safety and Evaluation Unit, perform structure inspections assuring safety, capacity and efficiency of the State’s bridge infrastructure. The Bridge Safety and Evaluation Unit is responsible for ensuring the structural integrity and safety of over 5,000 bridges statewide through a comprehensive inspection, evaluation, and inventory program. This work is essential to maintaining public safety, meeting state and federal regulatory obligations, and ensuring the long-term sustainability of Connecticut’s transportation infrastructure.
The Transportation Engineer 3 provides advanced technical expertise and plays a critical role in the oversight and coordination of bridge inspections, development of maintenance work items, quality control, consultant contract management, and compliance with the National Bridge Inspection Standards (NBIS). The Transportation Engineer 3 supports the Bridge Management System by reviewing inspection data and coordinating closely with field crews and consultants. This position also supports implementation of the new federal Specifications for the National Bridge Inventory (SNBI), which requires increased data collection, assessments of bridge elements, and advanced analysis.
The Bridge Safety and Evaluation Unit is federally mandated to maintain inspection intervals and reporting requirements to maintain Connecticut’s compliance. The Transportation Engineer 3 supports this effort by reviewing inspection data, preparing documentation for the Federal Highway Administration (FHWA), and serving as a technical lead for both in-house and consultant-led inspections. In this position you may oversee consultant engineers or CTDOT bridge safety inspection teams who are responsible for the technical inspection of bridges and other structures in accordance with SNBI and other manuals and policies.

In this important role, you must be available to travel both within and outside of normal working hours, for bridge emergencies, inspections, site visits, training, meetings, etc. A valid motor vehicle operator's license is required and must be maintained.

Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Bachelor’s degree in engineering and three (3) years of experience in transportation engineering.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity.
NOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Engineering).
